Tendering

Larger projects usually require a formal tender process to ensure a fair and enforceable price is obtained for the work. We typically prepare tender documents based on the Canadian Construction Documents Committee Lump Sum Contract (CCDC2) and invite several contractors approved by the owners to bid on the work.

When the process begins, the owners sometimes have contractors they want to consider and we can help pre-qualify them. We can also offer the names of appropriate companies. We always recommend that the contractors who are invited to bid or quote the work are accepted as equals in advance of the tender or quote. Then, after the tender closes, the work is awarded to the low bidder, unless there are extenuating circumstances.

In some cases, the owners obtain less formal quotations from contractors or they may opt to have a contractor proceed on a “time and material” basis. In these cases, the owners may retain the contractor themselves, but some involvement from the engineer is always required as we must have confidence in their abilities as well.
